The explanation for the Faneca pick

Scott Brown of the Tribune-Review in Pittsburgh is reporting that there is a rule that says a team can't receive higher than a fifth-round compensatory pick for a player with 10 or more seasons of NFL experience.

UPDATE: The Pittsburgh Post-Gazette is reporting the same thing and says the Steelers weren't aware of the rule until they asked for an explanation why they received a fifth-round comp pick. (Neither was I.)

Adam, there is a story from John Clayton going around stating that it was because Faneca was over 30, (No mention of being a 10 year vet) that the pick was only a 5th rounder: http://sports.espn.go.com/nfl/columns/story?columnist=clayton_john&id=4026794

Is he wrong?

It would appear that he's mistaken. The Eagles got a fourth-round comp pick for Hugh Douglas, who was 31 when he signed with Jacksonville. The Packers got a fourth-round pick for Ahman Green, who was 30 when he signed with Houston. Neither of them had 10 years of experience.

I probably could find some other examples, but those seem to make it clear that the rule is for players with at least 10 years of experience, not those who are at least 30 years old.
